how do i overclock my CPU?

i looked evrywhere but i can't seem to find any way to overclockmy CPU , i have a Athlon 64 4200X2 2.2 and i want to overclock it at lets say 2.4 or something because i heard that if you overclock you CPU you get major performance, but i don't know if its done by a progam or hardware or bios tweak the reason i want to overclock it its because of Oblivion i have the recommand system req and i thought i would get fps around 40 to 60 but i'm only getting 30-40 outsinde 20-30 in town i have no LOD pack installed only have 20+ mods mosty armor and gameplay stuff and what i have heard is if i overlcok my CPU i get around 5-8 fps more i also tweaked Oblivion using the tweak guide idin't tweaked much considering graphics only reflection on water (shadow,actor,tree) the rest is mostly memory stuff (cell buffer) i don't think thats the reason. so if there is a way to overlcok my CPU and if i gain major performance do tell :D

AMD Athlon 64 X2 4200 2.2ghz
2 GIG RAM
120 HDD
CoolerMaster 500W (having 25 AMPS i need 36 for the HIS so PSU is weak)
HIS X1950PRO 512MB AGP8X

Go into BIOS. The tweaker section that is, you should be able to find it.Set the CPU multiplier to something like 10, that will make it easier. Then go to the bus frequency and set that to 240 mhz. The CPU clock is then set by the bus frequency being multiplied by whatever you have set as the multiplier. 10 X 240 = 2400 mhz, or 2.4 ghz.
