programme to copy DVD

The DVD maker in vista isnt working, it always stops responding when i try to copy a video to a DVD. I dont have nero. Is there any short programme that can be use to copy a .avi file to a DVD in a DVD video format, and a programme which also allows to create DVD menu's.
